Been researching any method of locking Metadata in XMP in similar style to how camera data is locked.  A post on Adobe dating back to 2004, http://forums.adobe.com/thread/290696, says it can't be done.  Anyone come up with anything new on this topic?  Looking to embed file info into the image so it cannot be stripped out.  Any ideas?

No change. There are a few people selling DRM type solutions, but in practice you can't lock your metadata.
