Image Verifier and Daylight Savings Time

I'm having an interesting problem with Image Verifier.
IV 1.3.01
Windows Vista Ultimate SP2
Ever since the Daylight Savings to Standard Time change this year *all* my hashes are incorrect. Every last one. I have tried getting previous versions of the hash database of backups, verifying against the two backups of the archive (which are write once and so never change unless they get corrupted), the archive files on the main computer and the DVD backups.
Eventually I looked at the data in the hash file. Here is the entry for one file:
19970510_0000.JPG - 173565 - 1997-05-11 04:51:22 - [no exif time]
When I look at the properties in the online archive I get the following data:
Size = 173,565 Modified = Sunday, May 11, 1997, 3:51:22 AM
When I look at the properties in one of the archive backups I get the following data:
Size = 173,565 Modified = Sunday, May 11, 1997, 3:51:22 AM
So it looks to me like the system is not reporting the modified time correctly any more. Ugh.
Anyone else seen this?

Well from the date this might be too late for anyone to care. I hadn't done a check in a long time and wanted to check up on Lightroom 4, so I ran a verification, but before I upgraded from 1.2.4 to 1.3.1.
Huge numbers of images showed invalid, and when I dug into it most seemed to have a different time. I did one directory and 43 of 53 did not match, and when I stored them they all stored with an hour different as shown under "manage hashes".
This was Windows 7 x 64, and I've had no other time zone problems. The image itself shows 13:26:50, but in the database the new one is recording the EXIF Digitized Time as 12:26:50. It would appear to be a bug introduced in 1.3.1.
Not pretty. I hope I saved the old program (but silly me I let it update all the hashes, fortunately I saved the old ones).
