Try using the alphabet to "number" folders
one digit numerically is up to 9 photos alphabetically is 26. a-z
Two digits are 99 alphabetically is 26*26 or 676 aa-zz
three digits are 999 or alphabetically 17576 aaa-zzz
four 9999 or 456976 aaaa-zzzz

I saw it in someone's sig file once - I bet they didn't make it up either. I'd feel very free to use it...

My system started from films.
I use two numbers divided with "-" like 1-?? where 1 is a film number and ?? is a frame number. I still use it with digital but first number is a session id and the frame id is following after the "-" like 453-234.JPG
The folders structure I use:
2008
245-Garden, may
245-001.jpg
...
256-Family album
257-Apples for library
...
